The Government of Khyber Pakhtunkhwa Elementary & Secondary Education Department issued the notification no. SO (Audit)E&SE/6-11/L-Inst/2021 on 22nd January 2021 at Peshawar. This notification is about the guidelines for submission leave cases for the employees of the E&SE Department KPK.
However, the Director E&SE give the proper guidelines for submitting leave cases. Also, the DEOs of every district is ordered by the Director E&SE and follow proper way in this regard. Therefore, the details of notification are as under;

- The Director E&SE, Khyber Pakhtunkhwa, Peshawar.
- The Additional Director E&SE (Newly Merged Areas), KP, Peshawar.
- The Director, Curriculum & Teacher Education, Abbottabad.
- The Director Provincial Institute for Teacher Education, Peshawar.

Guidelines for Submission of Leave Cases.
Details of Notification:
Dear Sir,
I am directed to refer to the subject noted above and to state that while submitting leave cases, the following guidelines may be followed in letter & spirit:
- In all such leave cases, the Directorates concerned may furnish cases on specific proforma to indicate previous history/ detail of leave taken by the applicant (specimen attached).
- Leave admissibility certificate (in original) showing entitlement duly granted/ signed by concerned District Accounts Officer/ Account officer of AG Khyber Pakhtunkhwa may be furnished with the original handwritten application by the applicant concerned.
- Nonsuffering classes/ institutions certificates duly verified by Principal/ Immediate officer concerned along with No objection certificate may also be furnished.
- In case, Principal himself applied for leave, then NOC/ permission from the next higher authority from DEO concerned may be provided with the left case.
- In case of medical leave, a medical leave certificate duly signed/ stamped by the concerned authorized medical attendant from the Hospital concerned may be provided with the application form. Subsequently to be furnished fitness certificate after availing leave. Besides entitlement leave certificate duly granted/ signed by concerned District Accounts Officer/ Accounts Officer of AG Khyber Pakhtunkhwa may be also furnished.
- In case of maternity leave, the authorized medical attendance advice for granting maternity leave as well as entitlement leave certificate duly granted/ signed by concerned District Accounts Officer/ Account Officer of AG Khyber Pakhtunkhwa may be furnished with the case.
- In case of iddat leave, the death certificate of the husband of a female employee may be annexed along with the original leave admissibility certificate.
- Direct submission of leave application to Secretary E&SED by passing Directorates may be avoided otherwise disciplinary proceedings shall be initiated against the applicant.
- Time bar cases where the ex-post-facto sanction is required shall not be processed. The Directorates & DEOs concerned is strictly warned to submit all such leave cases within the stipulated time in which leave sanction is required, otherwise, such leave cases will not be processed by E&SED and the dealing staff of Directorate/ DEO concerned shall be held responsible and be treated as per KP Efficiency & Disciplinary Rules 2011.
It is requested that in all such leave cases, the requirements as mentioned above be fulfilled, otherwise incomplete cases/ delayed cases requiring ex-post-facto sanction not be entertained by this Department after 5th February 2021 & onwards.
The above guidelines/ instructions may be circulated for compliance amongst all concerned.
